ABOUT THE EVENT
Keynote and conversation with a prominent lawyer in the International Law field. The contents of the discussion will include an analysis on Biden administration execution of various areas of international law he concentrates in, including: the role of the United States in International Court of Justice proceedings as well as the US’s relationship with the International Criminal Court, the implications of UNCLOS in the South China Sea, and military commitments throughout the Middle East, prominently Afghanistan. Outside of policy analysis, Mr. Bellinger will discuss his career path and advice from his experiences in breaking into the International law field.
This event is co-hosted by the Onero Institute and the Delta Phi Epsilon Professional Foreign Service Fraternity and Sorority at GWU.
ABOUT THE SPEAKER
John B. Bellinger III is a partner at Arnold & Porter in Washington, DC, and co-head of the firm’s Global Law and Policy Practice. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.
He has served in various parts of the executive branch, as well as a stint in the legislative branch. From 2001 to 2005 he served as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House following his service as Counsel for National Security Matters in the Criminal Division of the Justice Department (1997-2001), as Special Counsel to the Senate Select Committee on Intelligence (1996), and as Special Assistant to Director of Central Intelligence William Webster (1988-1991). Furthermore, he is a member of the Secretary of State's Advisory Committee on International Law. From 2005-2019, he served as one of four U.S. Members of the Permanent Court of Arbitration in The Hague and a member of the U.S. "National Group," which nominates judges to the International Court of Justice.
Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from April 2005 to January 2009. Mr. Bellinger represented the United States before the International Court of Justice in Mexico v. United States (Medellin) and the Iran-U.S. Claims Tribunal and negotiated a number of treaties and international agreements, including the Third Additional Protocol to the Geneva Conventions. He received the Secretary of State’s Distinguished Service Award in 2009.
ABOUT THE MODERATOR
Nick Lochrie is a Sophomore studying International Affairs with a concentration in Comparative Politics at the Elliott School of International Affairs at the George Washington University. He is the current Brotherhood Chair of the Delta Phi Epsilon Professional Foreign Service Fraternity. He currently interns as an education research assistant at the Council for a Strong America, an education advocacy firm. He previously interned at the House of Representatives for Congresswoman Jackie Speier, his congresswoman, from San Mateo California. He is particularly interested in Latin American development and hopes to work in the region for the Peace Corps following graduation.
