ABOUT THE EVENT
Join us for the 2021 Creative Dialogues Gala, hosted by the Onero Institute and the Delta Phi Epsilon Professional Foreign Service Fraternity at GWU. In the spirit of the Creative Dialogues in a Changing World (CDCW) event series, this gala will bring our community together to celebrate the importance of intergenerational dialogue and youth representation in high-level international discourse.
On this evening, the Onero Institute will present its Bridge Award to the 2021 recipient, John Bellinger III, for an exceptional contribution to engaging youth in international affairs. We will then hear from guest speakers from the field and the classroom, including remarks from our honoree, a keynote address from a special guest, and student speakers discussing the Onero mission, the Onero & DPE at GWU partnership, and creative approaches to engaging youth on international affairs. Finally, we will have the opportunity to network and meet with the community over a light dinner and breathtaking views over the Washington skyline.
ONERO INSTITUTE BRIDGE AWARD
Onero’s values include youth empowerment, leadership development, and intergenerational dialogue. Over the past year, we at the Onero Institute have been fortunate to be able to host many phenomenal guest speakers who have embodied these values and more by discussing important topics in international affairs with our community. To acknowledge the contributions of these individuals to bridging the divide between young people and the academic/professional community in international affairs, the Onero Institute will hereafter annually honor one such individual with the "Onero Institute Bridge Award." At the Creative Dialogues Gala, we are pleased to present the inaugural Bridge Award to John Bellinger III, after the wonderful event he joined us for in April 2021.
ABOUT OUR 2021 BRIDGE AWARD HONOREE

John B. Bellinger III is a partner at Arnold & Porter in Washington, DC, and co-head of the firm’s Global Law and Policy Practice. He is also Adjunct Senior Fellow in International and National Security Law at the Council on Foreign Relations.
He has served in various parts of the executive branch, as well as a stint in the legislative branch. From 2001 to 2005 he served as Senior Associate Counsel to the President and Legal Adviser to the National Security Council at the White House following his service as Counsel for National Security Matters in the Criminal Division of the Justice Department (1997-2001), as Special Counsel to the Senate Select Committee on Intelligence (1996), and as Special Assistant to Director of Central Intelligence William Webster (1988-1991). Furthermore, he is a member of the Secretary of State's Advisory Committee on International Law. From 2005-2019, he served as one of four U.S. Members of the Permanent Court of Arbitration in The Hague and a member of the U.S. "National Group," which nominates judges to the International Court of Justice.
Mr. Bellinger served as The Legal Adviser for the U.S. Department of State under Secretary of State Condoleezza Rice from April 2005 to January 2009. Mr. Bellinger represented the United States before the International Court of Justice in Mexico v. United States (Medellin) and the Iran-U.S. Claims Tribunal and negotiated a number of treaties and international agreements, including the Third Additional Protocol to the Geneva Conventions. He received the Secretary of State’s Distinguished Service Award in 2009.
Mr. Bellinger joined as a guest speaker in an Onero Institute event on April 26th, 2021, during which he discussed his experience in international law.
KEYNOTE SPEAKER
Marcus D. King is John O. Rankin Associate Professor of International Affairs and Director of the Elliott School's Master of Arts in International Affairs Program. King previously served as Director of Research and Associate Research Professor.
As a professor, Dr. King draws on experience in public service, research, and the private sector. He joined the Elliott School in 2011 from the research staff of CNA Corporation’s Center for Naval Analyses where he directed studies on security, resilience, and adaptation aspects of climate change. He was also Project Director for the CNA Military Advisory Board (MAB), an elite group of retired admirals and generals constituted to provide recommendations and reports on how these topics affect U.S. national security.
From 2003 to 2006, King was Research Director of the Sustainable Energy Institute; and Senior Manager for Energy and Security Programs at a private consultancy. During the Administration of President William Clinton, he held Presidential appointments in the Office of the Secretary of Defense where he represented the United States for negotiation of the UN Framework Convention on Climate Change and the Office of the Secretary of Energy where he directly supported the Deputy Secretary and participated in negotiations on the peaceful uses of nuclear energy with the Russian Federation.
Dr. King served as a globalization planning fellow in Georgetown University's Office of the President and as an adjunct assistant professor. He is a member of the Center for Climate and Security’s Advisory Board. His present research focuses on identifying ties between water scarcity and large-scale violence. King is a regular contributor to radio, television and print media.
SPECIAL GUEST SPEAKER
Cynthia Yue is currently serving as the United States Youth Observer to the United Nations. As a first-generation American raised in the Southeastern United States, Cynthia grew up witnessing inequality throughout her community and abroad, which led her to develop a commitment to global citizenship, human rights, and youth empowerment at an early age—a commitment that motivated her to serve as a lifelong advocate for the UN and its vital work.
Cynthia brings nearly seven years of experience as a leader at UNICEF USA, where she has spearheaded national initiatives promoting civic engagement, leadership development, and diversity to over 30,000 supporters.
Most recently, she served on the UNICEF USA National Council to facilitate communication between youth and UNICEF leadership and to galvanize young people for advocacy and community-based development. In 2019, she also attended the United Nations General Assembly to interview global leaders on the 30th Anniversary of the UN Convention on the Rights of the Child, culminating in the reinforcement of the European Union's commitment to child welfare and the promotion of #TheRealChallenge youth advocacy campaign. Previously, she has also served as a Fellow for sustainability and youth deliberation initiatives with the Embassy of France in the United States and the Ministry of Tourism of the Republic of Indonesia.

ON THE MISSION
Elad Raymond is co-founder and Executive Director of the Onero Institute. He is a fourth-year student in the Elliott School of International Affairs at the George Washington University majoring in International Affairs with a concentration in Conflict Resolution and a minor in GIS. He is from New York and his research interests include geography, peace studies, and the Middle East, with a focus on Israel Studies.
ON THE ONERO & DPE AT GWU PARTNERSHIP
Felipe Deidan, a senior at The George Washington University from Quito, Ecuador, is majoring in International Affairs with concentrations in Latin America and a minor in Economics. He currently serves as Senior Events Coordinator at Onero. He has actively worked on several initiatives in the region, including social and development projects for indigenous groups through the Fundación Simon Bolivar in Quito. Furthermore, Felipe has interned at several Latin American organizations including the Washington Office on Latin America (WOLA), the Wilson Center’s Mexico Institute, and the Citizens' Climate Lobby Hispanic Outreach branch. As a native of Ecuador, he focuses on a people-first development approach and structured distributive leadership models influenced by marginalized communities. He hopes to promote social responsiveness through policy advocacy in Latin America.
ON CREATIVE APPROACHES TO YOUTH ENGAGEMENT IN IA
Maggie Prim is Director of Virtual Engagement at the Onero Institute. She is a recent graduate of the George Washington University where she received a BA in International Affairs with a concentration in International Development and minors in Political Science and French. Originally rom Kansas City, Maggie is interested in international law and foreign policy, primarily in the North Africa region. She is currently working at Venable LLP in Washington, D.C.
WELCOMING BRIDGE AWARD HONOREE, JOHN BELLINGER III
Nick Lochrie is a junior studying International Affairs with a concentration in Comparative Politics at the George Washington University. He currently serves as the host of Onero's podcast "On the Rise: A Youth Perspective on International Affairs, and serves as the U.S. and Canada Contributor for Onero's weekly Foreign Affairs Newsletter, the Delta. He previously interned at the House of Representatives for Congresswoman Jackie Speier, his congresswoman, from San Mateo California. He is particularly interested in Latin American development and hopes to work in the region for the Peace Corps.
WELCOMING KEYNOTE SPEAKER, DR. MARCUS KING
Agastya Bhatia is a senior at the George Washington University double majoring in International Affairs and Economics. He’s grown up in India and Malaysia, is regionally interested in South Asia and the Asia Pacific region. He has worked under Dr. Deepa Ollapally on issues regarding Sino-Indian border conflict in the past. He currently serves as President of the Delta Phi Epsilon Professional Foreign Service Fraternity at GWU.
